ββββA Chicago native, James Worthington Gordon started his career as a US Marine, learning many skills he would use later in life as a career police officer. During his time as a Marine, he trained extensively in unarmed combat, even to the point of being able to beat Army Rangers (special forces known also as Green Berets) in single combat.
ββββHe started his police career a rookie cop in the Gotham City Police Department before transferring to Chicago as part of a plan by Captain Loeb intended to cover up events. Under emotional pressure due to the threat on his son's life, a young James Gordon agreed to the transfer, making a name for himself with the CPD and taking night classes in criminology while trying to conceive a child with his wife, Barbara Eileen Gordon.
ββββThe name he made for himself showed his no-nonsense nature when it came to corruption within the force, earning him a beatdown at the hands of his supposed colleagues, catching him unaware. He got lucky, uncovering corruption in the force but almost took the fall himself, taking an offered promotion to lieutenant and a transfer back to Gotham with his pregnant wife.
ββββHe found even more corruption within the GCPD, exposing the officers involved, getting caught up with a female officer, and nearly putting his wife and unborn child in jeopardy. In addition, the death of his brother and sister-in-law meant he took on his niece, Barbara Gordon's upbringing, legally adopting her as their daughter. The added stress brought his marriage crashing down around his ears, with his wife and son, James Jr. moving away.
ββββJim made it clear how much he despised the masked vigilantes running around his city, doing the job he felt was his and the people he worked with, only for his daughter to pick up on that. A prank she was going to pull on him during a costume ball in the police's benefit led to her becoming Batgirl, only to find he worked with the vigilantes he was openly against. He saw them as a necessary evil, doing a job the corrupt police had turned away from, yet he still stayed abreast of their antics in the city.
ββββEventually promoted to Commissioner, Jim Gordon is still a man of principle. Over the years he's been through the death of his second wife, retirement, return to his position with the GCPD, and much, much more. He remains a strong man nonetheless, working with Batman and his 'family' to help the city he sees as his.

Serving with the Marines meant Gordon was trained in close combat techniques, to the point of being so advanced that he could take down Green Berets (Army special forces) in one-to-one combat.

Another skill learned while with the Marines, Gordon has been shown to maintain a high level of accuracy even later in life, with the ability to hit a speeding motorcyclist, and the tire of a car at high speed, while on an unstable platform of his own.

Gordon's initial training with the Marines continued once he moved on to become a police officer. He has worked in a couple of the most corrupt departments in the United States and has risen through the ranks to become the Commissioner of the Gotham City Police Department.

Studied in the field of Criminology while in Chicago, then continued when he transferred to Gotham, eventually receiving an honorary doctorate from Gotham State University. This gives him knowledge of how things work even after the arrest of criminals.

Due to his time in various polices departments around the country, Gordon is proficient in many aspects of procedures and detective work. He also has a knack for dealing with tense political situations where the police are concerned.

Strong mind, a force of will, and a sense of humor that lets him kick ass both verbally as well as physically, Gordon has it all. He can maintain his mental fortitude and sanity in situations where most people would break.
Some of these take liberties with the character, but take him (and the department he works with) in a direction that makes me more comfortable with his depiction. Nothing makes a big difference to personality or interaction, they're more to do with the background.
π¨ Tried to quit smoking (cigarettes, cigars, pipes, the works), but keeps coming back. After being diagnosed with a heart condition, he eventually managed to get it down to a vape, only for Batman to say he looks ridiculous. In truth, he's down to zero nicotine and it's a good excuse to head up to the roof to use the Bat-Signal. Current flavor of choice is βCubanβ.
π¨ He knows who Batman is. He knows who Oracle/Batgirl is. He knows who most of the masked vigilantes in Gotham are, he'd be a terrible policeman (and detective) if he didn't. He just chooses to keep out of it because he sees the benefits to Gotham, and it gives him plausible deniability.
π¨ Blind without his glasses. That doesn't mean he can't handle himself if absolutely needed; many years of being blind pretty much made that a necessity. It just means he can't shoot for toffee, but he can get involved in close quarters combat.
π¨ Bruce Wayne donates body armor to the department as part of his work for charity. One of his competitors, J. Devlin Davenport, also donates to the department, giving officers the choice of a 9mm sidearm (Glock 17, 19), a .45 sidearm (Glock 21) or keep using the aging .38 Special revolver the department's already been using.
